Looks like a dummy 5 inch shell to me. You know the kind they used on war ships.
If you had a big enough pipe and a few pounds of powder, you would have a neat toy!!!

I'm sure you have figured this out by now, But if not, That looks like a howitzer round from the old 5 inch or 8 inch howitzers. The top unscrews to allow the gunman to screw in a time fuse. Depending on the type of round that was it would burst above the ground to whatever the the fuse is set for. I could be wrong but thats what it looks like.
